A drive can be healthy and still be slow, because of the port it is plugged into, the link it negotiated, or how full it is. The app checks each of those separately.

If a drive supports SATA 6 Gb/s but negotiated 3 Gb/s, that is a real, readable fact and the app reports it. What it will not do is tell you which physical thing caused it. The finding lists the possibilities in the customer's words: the cable, the port on the motherboard, the controller configuration, the BIOS setting, or a driver limitation. Identifying which one is a job for your engineer with the PC in front of them.
It runs only when you press it, on the drive you choose. Before it runs, the app checks whether something else is already hammering the disk and says so, because a benchmark taken during a Windows update is a meaningless number.
It can, and a drive running below the link speed it supports is one of the signs. But software cannot see cables. My PC Doctor reports the negotiated link honestly and lists the cable, the port, the controller and the BIOS as possible reasons, without claiming to know which.
The test writes one temporary file and reads it back, then deletes it. It is a single ordinary file operation, not a stress test, and it only runs when you press it.
