Processor and graphics utilization are sampled across a bounded observation window while you use the PC normally. The app reports the averages and peaks it measured, then decides whether those measurements support a verdict at all.
A single number like 23 percent implies a precision that no software running inside Windows can honestly claim. The bottleneck depends on the game, the resolution, the settings and the moment. The app states what it observed and what that observation covers, and leaves it there.
Deciding what to look at before you spend money. A PC where the graphics card sat at 98 percent and the processor at 40 is telling you something different from one where both sat at 55, and knowing which you have is worth more than a made-up score.
It can tell you what each was doing during the observation window and whether that is lopsided enough to mean anything. It deliberately stops short of a purchase recommendation, because the answer depends on what you run and at what settings.
It is a bounded sampling window using Windows' own performance counters. It does not load the system on purpose and it does not run unless you start it.
